ABOUT YOUR ROLE The Senior Import-Export Specialist (Customs & Trade Compliance) is responsible for managing the full customs and trade-compliance cycle for the company’s manufacturing-for-export operations and factory maintenance needs. This includes classifying and declaring goods correctly, keeping duty-paid (A12) and duty-exempt (E31) materials properly segregated and traceable, managing the import of machinery, equipment, and spare parts for maintenance, coordinating with Production and outsourced/subcontracted facilities, ensuring correct tax treatment when goods move between export and domestic sale, and representing the company in all dealings with Customs authorities, tax authorities, and auditors. YOUR RESPONSIBILITIES WILL INCLUDE 1. Customs Declaration, Classification & Documentation Prepare, review, and submit import/export customs declarations on the VNACCS/VCIS system (via ECUS or equivalent declaration software), correctly selecting the customs type code (A12, E31, E62, B11, A42, B13, etc.) for each transaction. Accurately determine HS codes and product/item names (tên hàng) for all raw materials, work-in-progress (WIP), finished goods (FG), and machinery/equipment/spare parts; keep the internal HS code library up to date and defensible under audit. Review and verify all import/export shipping documents (Commercial Invoice, Packing List, Bill of Lading, Certificate of Origin, import/special-use permits, etc.) for full accuracy and compliance before submission. 2. Raw Material & Inventory Management (A12 / E31 segregation) Maintain clear, auditable tracking of raw materials by source (A12 duty-paid vs. E31 duty-exempt), even when the same material/HS code is imported under both regimes – through sub-codes, lot/declaration-based tracking, or warehouse segregation. Review, check , and defend actual consumption norms (định mức thực tế) for each finished product, ensuring norms reflect real production processes and can be presented to Customs on request. Reconcile customs records against warehouse stock cards and accounting records on a regular basis to catch discrepancies before they surface in an audit. 3. Machinery, Equipment & Spare Parts Import (Maintenance) Manage the end-to-end import process for machinery, production equipment, and spare parts required for factory maintenance and repair, ensuring correct HS code classification, import licensing, and duty treatment for each item. Coordinate closely with the Maintenance/Engineering team to plan import timing against maintenance schedules, avoiding production downtime caused by customs delays. Check whether imported machinery/equipment/spare parts require special import permits, specialized inspection, or standards conformity certification, and obtain these in advance of shipment arrival. Maintain proper fixed-asset and spare-part inventory records in coordination with Finance and Maintenance, ensuring imported equipment is correctly recorded, tagged, and tracked through its usable life. Where machinery is imported temporarily (e.g., for trial use, repair-and-return, or loaned equipment), manage the correct temporary-import/re-export customs procedure and monitor the return deadline to avoid penalties. 4. Production Coordination & Outsourcing / Subcontracting Coordinate with the Production and Warehouse teams to ensure raw materials are issued to the correct production orders in line with declared purpose (export vs. domestic sale). Manage the customs procedures required when production is outsourced to a third party due to over-capacity – whether the goods sent out are raw materials, work-in-progress (WIP), or near-finished goods – including notifying Customs of the subcontracting facility, managing the subcontract agreement, and reconciling material returned. 5. Domestic Sale Conversion & Tax Compliance Identify when finished goods containing E31 (duty-exempt) materials are being sold domestically, and process the required change-of-use-purpose declaration (mã loại hình A42) and duty payment before sale.
