Description

Operating as an independent Type‑A Inspector Engineer (ISO/IEC 17020), the E&I Inspector Engineer plans, executes, and reports inspection and test activities spanning manufacturing, installation, pre‑commissioning, and commissioning of electrical and instrumentation systems for Oil & Gas, Power, and Utilities projects. 1. TPI Governance, Planning & Risk – Uphold ISO/IEC 17020 impartiality. – Review PQP, ITPs, datasheets, C&E matrices, and vendor procedures. – Conduct Pre-Inspection Meetings and verify readiness. – Build risk-based inspection plans. – Coordinate with Client/EPC, OEMs, and TPIs. 2. Electrical Engineering & Inspection – Inspect LV/MV switchgear, MCCs, transformers, UPS, drives, lighting, earthing. – Witness FAT/SAT: dielectric tests, DLRO, IR/PI, TTR, SFRA (as applicable). – Perform relay testing (secondary/primary injection). – Verify cable installation, terminations, glanding, earthing. – Conduct hazardous area inspections (IEC 60079‑17). 3. Instrumentation, Control & Telecoms – Inspect transmitters, analyzers, control valves, MOVs/AOVs, marshalling cabinets. – Witness calibration, loop checks, and functional tests. – Witness C&E testing (SIS/ESD/F&G). – Verify digital comms: HART, FF, Profibus/Profinet. – Verify Ex equipment compliance and entity parameters. 4. Documentation, Traceability & Release – Verify certificates, Ex compliance, calibration records, FAT/SAT reports. – Issue inspection reports, NCRs, and punch lists. – Validate MDR/MRB/ITR. – Recommend Release Notes. 5. HSE & Regulatory Compliance – Enforce electrical safety, LOTO, arc‑flash boundaries. – Verify compliance with local electrical standards and ATEX/IECEx. – Stop work when required. 6. Stakeholder & Technical Leadership – Interface impartially with Client/EPC/OEM. – Support inspection readiness. – Provide engineering-level insights in recurring issues. 7. DELIVERABLES – Inspection plans, daily/weekly reports. – NCR/CAR documentation. – Release Notes. – MDR/MRB/ITR deliverables. Education/Experience Required Qualifications (Must‑Have) – Education: Diploma/Bachelor’s in Electrical, Electronics, Instrumentation, or Control Engineering (or equivalent). – Experience: 8+ years E&I inspection/commissioning, incl. 3+ years as TPI/Client‑Rep on EPC/EPCM projects (Oil & Gas, Power, Utilities). – Test & Protection: OEM or industry training for relay test sets (Omicron/Doble), primary/secondary injection; evidence of LV/MV cable testing (IR/PI/VLF/hipot). – Hands‑on Expertise: FAT/SAT witnessing, protection testing, transformer basic tests (TTR/WR/IR/PI), earthing tests, loop checks, C&E testing, SIS/F&G functional tests. – Digital Skills: Inspection/reporting systems, and MS Office. – Soft Skills: Impartial judgment, concise reporting, stakeholder management, and conflict resolution.
